Sindy M. Paul, MD, MPH, FACPM Biography


Sindy M. Paul, MD, MPH, FACPM is currently Medical Director and Director of the Care and Treatment Unit for the New Jersey Department of Health and Senior Services (NJDHSS) Division of HIV, STD and TB Services.  She is also President of the Infectious Diseases Society of New Jersey. President of the Institute of Medicine and Public Health of New Jersey , Associate Professor University of Medicine and Dentistry of New Jersey (UMDNJ) School of Public Health, Epidemiology Division and Assistant Clinical Professor at the UMDNJ School of Medicine. 

Dr. Paul graduated from Bryn Mawr College magna cum laude with Honors in Biology.  She graduated from Temple University School of Medicine with Honors and was elected to the Alpha Omega Alpha Medical Honors Society.  She received her Masters of Public Health Degree from the New Jersey Graduate Program in Public Health and was elected to Delta Omega. Dr. Paul is a graduate of the Centers for Disease Control and Prevention (CDC)/University of California Public Health Leadership Institute.

Dr. Paul is board certified in public health and general preventive medicine with 23 years of experience in public health.  She has edited and co-authored two books: one on HIV and one on infection control; written 8 chapters; published 117 papers in peer review journals, including the Journal of the American Medical Association (JAMA); published 34 invited papers; presented 210 papers at scientific conferences; and given over 475 invited lectures. 

Dr. Paul has received many awards.  These include the Distinguished Alumna Award from the University of Medicine and Dentistry of New Jersey (UMDNJ), the Distinguished Alumna Award from the New Jersey School of Public Health, the Academy of Medicine of New Jersey Medical Educator of the Year, 13 teaching awards from UMDNJ, the NJPHA Ezra Mundy Hunt Award, and two President’s Awards from NJPHA.  Dr. Paul is the team leader for the NJDHSS rapid testing team that received awards for the best team in NJDHSS the best team in New Jersey, the Association of State and Territorial health Officials “Vision Award”, and was a regional finalist for the Council of State Governments 2007 Innovations Award.  Dr Paul received the 2009 NJCRI-NJ Stop AIDS Coalition Award and the Association for Professionals in Infection Control and Epidemiology, Inc, 2010 Hero of Infection Prevention Award. 

Nationally, Dr. Paul is Chair of the CDC’s Strategy to Eliminate Perinatal HIV Transmission in the United States Case-Finding Workgroup , participated in the 2012 CDC HIV Surveillance Case Definition Consultation, is  a member of the CDC task force that developed “Rapid HIV Antibody Testing During Labor and Delivery for Women of Unknown HIV Status: A Practical Guide and Model Protocol”, a member of the CDC-Association of Public Health Laboratories Point-of-Care Testing (POCT) Algorithms Workgroup, a member of the CDC HIV Testing Algorithms Workgroup; a member of the CDC HIV Definition Workgroup, a member of the CDC Strategy to Eliminate Perinatal HIV Transmission in the United States Workgroup, a member of the NASTAD ADAP Clinical Advisory Work Group, a member of the American Board of Preventive Medicine Certifying Examination Committee, a member of the CDC National Antimicrobial Monitoring System; the CDC Mycobacterium avium Complex Working Group; the CDC working group to define HIV infection and uninfection in children; the CDC working group on rapid testing and short course therapy for women in labor; the Editorial Advisory Board for "Infection Control and Hospital Epidemiology"; the Antimicrobial Resistance Advisory Committee of the Society for Health Care Epidemiology of America; worked with the Congress of the United States on its publication; "The Impact of Antibiotic-Resistant Bacteria"; and participated in CDC consultations on the reduction of perinatal HIV transmission, counseling and testing for pregnant women, and the HIV prevention strategic plan.  Dr. Paul has collaborated with CDC on RESPECT II, which evaluated counseling for patients receiving rapid testing.  She recently collaborated with CDC on a multi-state study on oral mucosal rapid testing and post marketing surveillance for rapid HIV testing.  Dr. Paul worked with the Association of Maternal and Child Health Programs (AMCHP) on four sections of its its Policy Manual: (1) Data and Surveillance, (2) Models for Integration of MCH and HIV Program Activities (3) Counseling and Testing Practices, and (4) Provider Training.  Dr. Paul is a member of the Editorial Committee of the Journal of Medical Regulation and served as a member of the Editorial Board for Infection Control and Hospital Epidemiology.  Dr. Paul is a past Public Health Regent for the American College of Preventive Medicine.

Within New Jersey, Dr. Paul served two terms as President of the Board of Medical Examiners of New Jersey and is currently the Chair of its South Jersey Preliminary Evaluation Committee, Screening Committee, and a member of the Executive and Priority Review Committees.  She is past President of the New Jersey Public Health Association.  She served multiple terms as a member of the Executive Committee of the College of Physicians of Philadelphia and is a member of the Executive Board for Northeastern Basic and Advanced Courses for Principles of Infection Control.  She is the Medical Advisor for AIDSLine and served as Associate Editor for Public Health for New Jersey Medicine.
